Sina, I don't have an issue with people doing what they do without warning others beforehand.
That warning thing is reserved more for cases when five buddies and I want to do sometihng and there's only one or two defensive enemy ship so we warn them ahead so they can call up some reinforcements.
It's not like anyone's asking anyone to hold their hand and ask if they may kill them.

Edit: And if you really want to know, the post was mostly prompted by incidents when someone got attacked by 3 or 4 times as many ships because "the other side totally does it too". And this happens both from this and that end.
