In LSF we actually RP escorting prisoners back to prison stations (Which give us some more RP to do, and gives them the chance of escaping). With a little bit of RP done by both parties, this can be done for both sides enjoying it.
Regarding those not complying pirates... why implement a command to automatically capture them? Let them do whatever they want, it's within RP for them to try to escape. And if you get a command to completely cut their engines off after shield are down, or similar things i've seen here, you would seriously limit their ability to roleplay at all. (Police sees a pirate, "Stop pirate, i saw you attacking that trader!" (Pirate: "Ehh? No, wait! We were only...") A full debbie round/torp/missile/SNAC + command and the pirate is inmobilized and unable to do anything.
One of my favorite memories was a Slaver passing through the Sigmas and got stopped by us. He had several other commodities mixed in with his slaves and was well prepared to RP when we stopped him. We were able to to the whole docking with his ship procedure and do a rudimentary search while listening to his "explanation". In the end we "believed" his story and allowed him to continue on. Spontaneous RP at it's best and I am happy to say that these moments do in fact happen. It takes both sides to be willing to carry this out for such an encounter succeed. The Slaver/Smuggler can't be focused on just trying to complete the run as many times as possible and as fast as possible just as the Law Enforcer can't be focused on just trying to nail down punishments as many times as possible and as fast as possible.
