From a server rules perspective, while zoners share one ID, they are one people. Zoners can't bounty zoners.
As for the allegations of admin corruption - which is what I interpret the first post to be about, the TAZ guys had no idea that the bounty was going to be closed. After it was closed, I spoke to a couple of them about it and if I understood them correcting, they considered the bounty to be completely acceptable and within role play.
This bounty was closed because factions cannot normally bounty people within their own faction. There might be some exception circumstances that would allow this but I can't think of any at the moment.
This applies to all factions, LN, Corsairs, Outcasts, BAF, all of them. If we see a bounty similar to this one, it will be closed too.
Incidentally, one of reasons that the offical faction policy was changed to only allow one official faction per ID/NPC group is to prevent situations where factions are placing a bounty on people with the same ID.

Consider the current situation to be a valid. If the same bounty was still open, it would be closed too.
I will add one more thing; we've tried to allow factions and players a little more freedom over the last 6-8 months. This has been to a large extent a failure that has resulted in angst, anger and accusations that the admin team is not doing anything. Consider this to be at an end. Players are required to play within the constraints of their IDs and NPC faction lore. The admins will enforce this where ever possible and appropriate.
