Discovery is an evolving storyline, but there are two points that stop it from evolving freely. First one is written storyline for a certain version of the mod. Second is the mixture of faction traits written in the lore. Players can't just rule their faction in the way, more beneficial for it without taking into consideration the prehistory.
And again, let me remind you that the goal is achieving some kind of balance not inside a single Dublin (while it remains a hellhole anyway), but in Bretonia in general and currently with only two domestic unlawfuls, one of which on practice protects miners more often then pirates them and tends to maintain a ceasefire with their natural enemies instead of fighting, it eventually causes bad experience for players on different sides, which by-turn leads to disbalanced fights and general dissapointment.
Lore-wise, Bretonia has enough power to counter all the Mollys attempts to reach independence and political power to limit possibilities of Molly-IMG cooperaton - and deter Kusari fleet in Leeds; rules-wise if you lost in Dublin, you can go to Leeds and defend the motherland there.
Because of too many sides there at once, Gaians, Mollys, Corsairs, Outcasts, IMG, BHG, Bretonians as well as Hogosha, KPT, independent pirates, mercentaries, freelancers, vigilantes and Indians will shoot each other in various combinations and nothing will protect Dublin from weird situations anyway, especially if you will take into consideration frequent visits of SCRA and Keepers and even an Order ship, looking for a nomad or two.

Also, don't bring your Battleships there. That includes indies if possible.

Now for Corsair/Outcast caps... Same problem, how can they come there so easily?..
I understand the fun having big ship, but it might kill others fun.
What I would ask you, is to patrol Dublin with snubcrafts and gunboats. Take caps when there are hostile caps.

With regards to Dieter's map, it's a sound idea. Mollies over your side without a damn good reason (fighting corsairs/indians, etc.) could be destroyed or escorted back to the Molly side depending on the mood of the Baf pilots that intercept them.
Mollies can do likewise to Baf on the wrong side of the fence.
Hold no grudges, just territory.
I'd also welcome a return to a less friendly atmosphere between Baf and the Mollies.
May I also suggest, and this is with no disrespect, that when a Baf (not necessarily BAF|) fleet forms, it does so in Leeds or New London, rather than Dublin? It's easy to get to Dublin from either of those locations, and helps to prevent lolganking on any side.
Mini edit: Also, why not raid the taus? Baf have a presence there. No reason to keep yourselves cooped up in Leeds.

We do fight for independence. But we can only pirate/demand to leave. Thus we cannot shoot BMM just for being in Dublin and decrease Bretonia's influence.
Hopefully that will change once a Blanket bounty goes up, which i am currently in the proccess of financing.
Now to just get Mike to sign it. (and to assemble more credits, cuse, really, for a bounty you can never have enough.)
