Sorry, Jammi, I gotta update my own personal reference sheets. GMG| GMs did the vote and have the player RP of changing distribution setups to something less exclusive. In short all the houses are covered through game mechanics, canon RP and player RP.

Also, Liberty wouldn't sell H-fuel to Bretonia. It has fuel issues of it's own. Of course, fuel could go through Liberty into Bretonia without stopping, but it wouldn't be sold with Liberty as the middle-man.
We go directly from the GMG, usually through Rheinland. If we were going to transport it through Liberty, we'd have to fly through Kusari. If we were going to fly through Kusari, we'd just go directly to Bretonia (which we have done in the past - seriously, can someone please try to stop us).

Why? It doesn't matter whether we catch you or not, doesn't change anything anyways. We spent months shutting down the H-fuel trade, no one noticed except to complain that the Kempatai shouldn't harass them. No one in this game ever RP's thier weakness, why should they? No one else does.
Well I guess that gets to the crux of the issue. The KPT could spend all day shooting down H-Fuel transports and be unsuccessful. Why? Because no one is online all the time, and all it takes is for one ship to get by and post it to a MD or Comm Channel, and all the KPT or whoevers work is for not. The game mechanics do not let us get into who is successful or not in these things, so why does it matter in the slightest if one particular group actually catches another particular group? It is meaningless.

1) He was being sarcastic. He's explained to people that Deuterium isn't a fuel in of itself many a time. :P
2) Pure energy. Seriously. They eat suns (or at least the radiation produced by them). In effect, they're the most efficient solar panels ever created.
