Jinx, while your idea cerainly has something in it, I'd find it hard to balance Heavy weapons of yours in terms of Light vs Heavy BS balance. Especially in extreme cases like LibDread (with 3 heavy slots) and Rheinland BS/Valor(with 4), for example. While latter ones have a stronger hull, there's a very little possibility you're going to hit a LibDread with a 0.008(3) RR heavy mortar (if it has same speed) at 2.5k+ range, unless he just doesn't pay attention, and there's a very little possibility that you'll miss a heavy dread with it, what de-facto just gives light bs'es (like osiris and libdred) a "free shot" (and a strong one) against heavies.
I find the Osirs mega nerfed with one heavy slot.
With 7m core the Osiris got no use of 5 primaries -it is a joke.
Liberty Dread with 3 Heavy slots is mega OP.

Imo, I find osiris well balanced for a light battleship of such kiting ability and size. Also, his primaries still eat his energy fast enough, even if at lower DpE then cerberus.
Totally agree on LibDread, though. Would propose it to have 3 forward firing heavies of which only 1 fires backward (thats most important to balance out his kiting ability.)
Erm, this nerf on slots is kinda beneficial towards medium class battleships, saving firepower and agility at the same time. However, take into account the speed of the guns and range. Kitting is just no-go now, since slow refire cerb guns are just meh for hitting and can be evaded with nearly any BS.
Closeup, heavy has win obviously. There is no way to match the firepower of like KU/RM BS up front. Simply aint. Also more slots give you more versatility in terms of combat. Lights still aim for long range against the heavy, but they cannot firmly hit meedium on that distance and so forth.
This still needs alot of thought and balancing, off to interesting start.

Well, there's no problem at all hitting RM BS with cerbers. While there's a huge problem in hitting kiting LibDread with cerbers, even if you have 2 times more of them (due to LibDread able to use just 2 of heavies in rearshooting)

Uhm, Liberty Assault Carrier has 4 forward firing heavies as well, if I'm not mistaken?
