Well, true, but the distribution contracts failed miserably both in game mechanics and in RP. They did not even say a tiny peep to the Emporer in objection to having been cutoff from the Liberty routes. Furthermore, later on, we offered as players over 1 billion in credits for the simple job of moving fuel A - B and we got ignored. It's failed RP.
The game mechanics failure is that Xoria still hasn't created an economy system that allows for exclusive haulers. I can't shoot others for coming to pick up fuel. Are you willing to add that to our ID?
Currently I gave orders to our faction to leave 19 as priority mining for Kishiro while we work the much further platforms in Okinawa and if we have spill over we go to 13. Kishiro's happily mining and transporting like we are and some people are happily coming by to buy off us as we mine and everyone is happy.

You see, if there is no peace treaty then it's stated otherwise until such treaty is signed. Why brand new kusari government ain't doing anything towards this way is unclear to me though. But I'm just looking at facts. We may pretend that it's over (and it's quiet over really) but until there is no treaty then it's still in state of war.
Also Samura still have the GMG bountied so i don't see any movements towards the peace.
For me - I don't really care because I'm not on any of ends of this conflict.
Zelot is leading Kusari in the same capacity he has been. He's simply not using the emperor account any longer for that express purpose. As that avatar is being reserved for his Ronin actions, the official faction he has slated to represent the Exile ID that he introduced with 4.86 as is the ship that was slated to be used by the Emperor of Kusari.
The GMG conflict will never end save for the disbanding of the official faction, which will be replaced by a Samura clone. The most they can do is sign a temporary treaty which further puts them on the back foot until the next crisis is immediately impressed upon them/that goal is achieved.

Its also a fair point. I'm a person with more than one layer. Role Playing a government involves forumlancing. Its hard to get people to forumlance. If the lore satisfyingly fills the role through properly done, frequent updates, then there's really no need for the faction to go to that effort, presuming they'd rather do something else.
It'd be a shame if the dev lore ran through people's roleplay...but its going to, anyway, or be very, very weird...
It would be charming if the dev lore followed a player government...but I'm not at all convinced that's likely to happen.
It's quite possible that the next lore will be detailed enough and thought through in a manner that I've no complaints about it, and that's much of my complaint about Dev Lore. Its bloody shallow.
If kishiro doesn't want to engage in the actions of filling the body in, that's their perrogative.
The key is, I'm really only upset when the lore hammers down my roleplay..or someone who's got me persuaded. I take prowlerPC's side so much as I'm involved in that debate. Have to accept what I can't change. Chew on things I can.
Is a rather curious bit of detail that one can let the government run itself through the lore and lack of interest. Just like real life.

No there was never ever anything stating we were at war. That was just a player thing between player factions not following canon, even then it was only skirmishes and border posturing since neither side did a complete invasion yet. Devs fixed that issue and completely ignored our non-canon dance.
Well, I'm not really interested in discussion because there is no earning for me in getting one answer or another, i just trying to throw in my 2 cents. From my POV the negotiations have started and not finished, mean there is still a conflict of interests, mean the war, or hostilities, are still in forces.
That's what i think. If it's otherwise that we are expecting a new treaty to see the light very soon.
