I believe those changes were done to reflect the change of government in Kusari, Hogosha is not unlawful in kusari, they are not considered pirates either (Different story with the Farmers).

Ah, I thought the ID just says "within House space" or the like. The wiki hasn't been updated yet, so I couldn't check.
Anyway, Faca, it's for "balance" with full unlawfuls. If one character can pirate freely, but isn't considered hostile by the House he's pirating in, then that isn't very fair to the pirates who ARE considered hostile.

The "semi-lawful" piracy was overdone and abused. I don't think that pirating a miner two lanes from the ore sellpoint for 20 mio - only so you can shoot him or act out your ooRP hate on him (You know who I mean.) - and then behaving like you were the innocent civilian you are clearly not just doesn't work. That has been taken way to far, people did their unlawful stuff on the GBs and once "caught" just changed their names to continue doing so without any RP consequences. Often they even pirated right in front of bases or KSP / KNF.
Later they ignored all lawful authorities and even started shooting lawfuls, including KNF and KSP. The lawfuls had nothing they could do against the piracy which was clearly not subtle anymore and wasn't anywhere near the RP that Hogosha should have done.
Also, now with Kishiro in government it is iRP understandable, that Hogosha can't get away with many unlawful actions they could get away with when Samura had control.
I like the change, the previous ID was abused horribly, ooRPly.
I wonder how the Farmer's Alliance is seen in Kusari now, though. Are they now unlawful? Can they dock on Hogbases? Etc...

Yep, but you cant dock on lawful bases except Samura anymore, and the first time you get chased to a Samura base, you will get FR5'ed and you wont be able to dock on any lawful bases at all.
Samura regime was de-throned with Jein Kogen exiled in bretonia - the Kishiro have a new emperor on the throne. Therefore, the Hogosha, formerly protected by Samura, no longer enjoy being able to be asshats right out in the open (which they never did anyway, it just seemed like it).
Truth being Mutusha, you were a perfect example of how NOT to play a Hogosha.
