For "pirate" factions this shouldnt be an issue, different groups, families, fighter wings, ect ect. The problem here is when a single playerfaction "owns" the home or guard system, it kinda says that they ARE the faction, rather than a group within that npcfaction.
But with major "house" factions, there should be only one and they should own and operate all the systems in that houses' zoi.

however i do think there should be a limit, of sorts... i doubt anyone would be saying "dont limit them" if there were 6 different _____ player factions arguing over who controlled the home system...

Indeed.. my opinion varies based on the faction. Corporations generally should have a central structure, but allow room for independents. Pirates are naturally gangs, and thus they should have the looseset policies save on capital ships if you are RPing a major gang. Zoners, ditto. The Order should probably have a similar stance as the corporate factions do.
Only unilaterally named, unsplit militaries (and obviously, factions like the Coalition, SK or Phantoms) which are admin approved should enact a total policy on these matters. Just my two cents.

Every faction has an obligation to contribute to the rp of the in-game faction--not replace it.
I was heartened to see some of the older more vocal players thumbs down this.
If you have ever been on a server "ruled" by "official" factions it is the most funless experience you will ever have.
It is like terrorist-suicide groups. Ever notice it is NEVER the leaders who blow themselves up?
Uber-factions always require other players be sacrificed for "their" faction. FREELANCER

Survival of the fittest. If you make a faction that claims to do everything something else does, people will tear it to shreds etc etc.
And honestly, you can't force people to be lawfuls just to even the balance a bit in Liberty. People just like being unlawful.
