Anything that helps to get rid of pvp funbreakers (like bot-feeding, npc-farming, dragging the fight out by having too many regens anyway) is heartily welcome from my side.
A first step would be to make NPCs drop no B&B any more.
If this doesn't need a FLHook, I would say let's do that for the new version. It has become a habit in Taus to shoot the 18 B&B NPCs in midfight and 18 bots means you fight for 5-10 minutes longer against a full dodge fighter. It's also regarded as a bad move.
In combination with nerfed NPCs (e.g. the IMG/OC NPCs in T23) NPCs will lose significance in pvp, which is exactly how it should be, imo.

Repair ships really should do active repairs, but until this point were unable to do so. Come 4.87 we'll address that as well, by giving the damned things a "Repair Beam" and then reducing their B/B count by a factor of 20 or so. Had another though: It might be possible to declare bots and bats as mission cargo - if we do that, the game itself will prevent folk from trading the commodity, although it should remain usable. Combined with a "no drop on ship death" flag set, it'll lock B/Bs to the playership that carries them.

I can see quite some bad elements that spoil the fun in pvp disappear by something like that. No "give bots, then clandestinely run, resupply and rejoin" tactics, no "cloaky Ptrans/BS sitting somewhere doing it with zero risk" moves, no "early death by MR => + 15 mins fight", etc.
It would break the repairship until the new system (see AD's post) works, but - to be honest - sadly 100 % of repair ships that I have seen during the last 2 months were food for sanctions (mostly 6.9) or did things that I personally would label "lolwut??!!" or at least "not improving fun".

Not possible, techwise. It's possible to create regens with less or more capacity, but it's not possible to prevent certain craft from using them.

It would not fix someone disengaging from a fight, docking somewhere and having autobuy fully restock him/her, then rejoining the battle - as long as someone's out of range of the battle while docking. But that's at least a 15K cruise. Doing this requires touching the commodity files, which means at earliest this will be done in 4.87. If Blodo/Cannon want this done (I vaguely remember they did).
