His rp ("I am super covert!") is not better than my approach ("my list is superawesome").

Bases and NPCs can always identify you, it was part of the Vanilla campaign as well - why can't players who are arguably more intelligent than both NPC's and stations distinguish? In-rp it doesn't even make sense.
EDIT: In a perfect community the new rule would obviously never be an issue, in fact we could do away with most of the rules, but let's be realistic here.
Sure, in a perfect community. And with the current NPC count and bases spread as a lawful you shouldn't encounter this problem for about - ever.
And if he shot NPCs to get regens or w/e, it's his own damn fault. It was an assault on something that is friendly for you, and he should've thought twice before doing it.

While I agree with both posts, is this really conducive to better game- and roleplay? And for what? Covert RP was still very doable under the old system, I fail to see what the new system adds except for more confusion and need for // messages between players.

I just said about ID hard-coded rephack which can bypass easily.
ID rephack forces you to 10 (the highest) where as the highest you can get without an ID rephack is 8. Wouldn't work since it would take the highest rep into account. (at least it should in theory)
