They aren't starving due to lack of funds, but due to enormous population and no biodoms of their own.
Money isn't worth a damn once you'r starving.
And that's one of the reasons Corsairs don't really like Zoners, but have to put up with them.

I didn't miss your point. You made a mistake by saying that Corsairs are poor.
Sure, some of them are, but some Outcasts are poor as well.
In general view, Corsairs aren't poor. That's all there is to it.

I have always thought (and RPed) piracy as complete greed and malace. My Outcast pirate doesn't care for anything or anyone other then Cardi and other Outcasts. (a few Hacker Rogue acceptions) Also, I see Outcast piracy and terror as a distraction for the lawful forces so our cardi can slip in.

It really is how we perceive cap ships. They are either expensive and obtuse war machines requiring immense amount of attention and resources, or they're simply metal shells with guns duct taped to them used to decide outcomes of battles.

Well, as blodo said, Battleships are easy to track down. they ain't something one can run with into a nebula or an asteroid field to get away, since you will always be pinned down because of the extraordinary mass. so if the corsairs move a capital ship to Cambridge with the Bretonian navy fallowing them on the way back (now dont tell me sairs can afford to loose one of those ships), the navy would get to know the location of cardiz, then 41 and so on. it would just be a matter of time, really. Now it doesn't matter how many corsairs there may be or how experienced and enhanced the outcasts may be, they would never be able to fight a house in an open conflict where their opponent actually knows the situation of the home planet. it would get nuked.
on that corsair@hunger topic: We are not really talking about some poor people starving while all the others have enough food etc like it is the case on earth right now. Its much, much worse. Hunger is something one will find in all classes of corsair society.
Now my question is: if a nation was able to create the infrastructure, mine the resources, build the industry and research the plans to construct a stellar battleship that includes stuff like life support, a power reactor and beam-weapons as well as missile warheads, how the hell do they fail in building a "simple" biodome in Crete's orbit then? They say, corsairs look at the zoners Freeport with great enviousness and thought about taking it in 800 AS because it would fix the hunger problem. We are talking about four biodomes here! four!
Also, if the Corsairs are rich enough to build their own capital ship fleet (saw it some times now ^^' ) then why the hell dont they just trade their oh so many resources for food with an other house/company? and now don't come with those artifacts. that would be a damn lame excuse.
What we are facing here is a logical problem. The Hispanics are interstellar players that could take a house _OR_ they are poor bastards that are hiding.
Player and ship wise, its the first thing right now. Base in environment wise, its the straight opposite.
I would say that the Corsairs and Outcasts, and to a lesser extent Hessians, should have access to caps.
Hessian caps would likely be used against the Corsairs in the Omegas, as opposed to being used in Rheinland proper against the RM, so as to avoid the cops finding their hideouts.
Corsairs have the resources and know-how to make capital ships, but have an infertile planet. Sure, it has plenty of metals and similar, but you can't eat that, can you? You can make weapons out of it to rob folk with, though.
The Outcasts have the wealth and technical knowledge, too, much like the Corsairs.
The GMG, rather than the IMG, I would see equipped with larger vessels, but even then, tending towards more mobile caps such as gunboats and light cruisers. They're wealthy and have had to war against houses and criminal empires both.
The IMG were originally the less aggressive alternative to the Mollys and Hessians. They mine stuff, and aren't that much different from other mining firms, apart from they're independent. I can't see much in the way of capital vessels here.
The Unioners would probably have the technical knowledge, but would lack manpower and material for such an endeavour.
The Junkers don't have any enemies against which they would use caps. Xenos? Nah, bringing caps into Liberty to fight Xenos wouldn't be very wise. Wouldn't look good, and would cost too much when they can just pay the cops to do it. Hogosha? They just avoid them.
Dragons? No. Please no. Just... no.
The Xenos, however, have the manpower, being the fastest growing criminal group in Liberty, the materials, being miners, and the wealth, thanks to seedy donations and the progress of the Sons of Liberty. They also have sympathisers in high places, thanks to tensions with Rheinland. Therefore: Battleships. Obviously.
