Personally I think there should be SOME sort of bs that an indie could buy, obviously not a civilian bs because that would just be...well...not realistic. But something....

Luxury Liner. It has 11 Guns and More Armor then some Cruisers. Its like a Civilian Battleship.

You'll be surprised where you can find corsair turrets. Buffalo and Belfast for example
Just put Civilian ships on any base in the Independent Worlds (Magellan, Kepler, etc.). Also, put the Dromedary freighter on one of these bases too, since there isn't a civilian freighter (only transports).

The luxury liner can only have a adv. transport shield class 7, that is not even good enough to hold off a fighter.

Only if you're not shooting back. Besides, that thing has ludicrous armor. I hate fighting the damn things, especially if they're trading regens to their escorts.
I agree with the concept of this change but having civ ships sold almost every where is unfair to zoners and would be a hassle. Also border stations don't look big enough to have ships on board ready to sell by the dozens. They should be more spread out at the Freeports and zoner bases. I like the idea of the dromadary being sold at the independant worlds though thats good. If you look at it there is a freeports and zoner bases every where if we just spread out the sale of ships a little more it would be great. It would take a fair bit of work to figure out what bases they should be sold at though

Why would a civilian want a Battleship?
The question being in the name...Battle?
If you need one, why not have a civilian gunship...say a modified liner as has been suggested. Upgrade turrets to a combination of gunboat and cruiser turrets. Upgrade the shield and then reduce cargo space for all the extra equipment. It would be tough, but not able to stand up to a real warship.
You could then make it available in every house system.
