Usually, mounting novas means, no SNAC for majority of the bombers (Need a CD to pirate tbt). So, most of the pirates usually roll with a SNAC, because no ammo limit. Which in turn means, getting close to the miner who will, again, hug the platforms/PoB. Worse than fighting NPC base huggers.
Yes, Mory, I'm sure we can go over about 100+ different "what if" scenarios that are in your head, but the fact remains that you can evade platform fire in a bomber and using a snac.
And hey....you can ALWAYS shoot the platforms too, which would give you a brief respite to shoot the hugging miner.
Yeah yeah, making scenarios. The fact still remains. You can never, effectively pirate a miner who is mining near a PoB, without him docking on it, or, as your "scenario" suggests, cloaking and setting off the base shield, which in turn, he will use the weapon platforms for his cover.
It is not the same, and definitely not even half as easy as pirating a miner in an open field. PoBs inside mining fields are a cancer, and the consequences of those are already visible in game. Lesser piracy/No piracy in a field with PoB. Happy mining probably.
I can just think 1 out of every 10 miner "might" pay or end up being dead. I have had difficulties while pirating near a PoB, my friends have had too. Unless if someone can actually prove that it is not that tough, I feel what I say is cent percent true.

So we go back to my original suggestion - siege and blow up the base. Will it be simple and easy? No. Will it take work and coordination? Yes. Will there be pews? Most likely. Sounds like win-win.
Incidentally....going back to OP suggestion - I WOULD like to see a little variation in NPC commodities. You don't often see NPCs carrying cool stuff like Military vehicles, Lane/Gate parts, MOX, or any base-building commodities at all. I'm not really looking for making it a viable economic solution....but more of something to break the monotony of seeing Oxygen and Water in the cargo holds.
