I don't get it. The point was c l e a r l y stated: people lose money when they buy a ship that they're immediately disappointed with. You keep distorting this fact.
Yes, it hurts when you have grinded 120mil to finally have something special, and your inexperience causes you to pay 100mil for a ship you realize not to cater to your needs at all. I switched ships some three times until I found something I were satisfied with both in- and out of RP. It's not like we switch ships three times every day, but setting up you simply have less money and less possibilities. Shouldn't setting up be made easier and not harder, than casual play?
Thread hijacks, bickering and besserwissering isn't really to anyone's advantage, except perhaps the instant virtual donkey gratification of a single person. I can't understand why a completely valid idea and discussion needed to be ruined just because some people aren't interested in it. If you aren't, you don't have to read it.
well I think the ratio is kinda right for now. If I think about it my ship was turned into a flaming peace of scrap about 5-6 times for 2-3 days when I was in the Omicrons. So probably most of my ship is repaired by scrap metal or something. But there is also the fact that if you just buy it, take it for a test flight and you're not happy with it you lose 60% of the money you spend... So I'll probably stay neutral.
First off, yes, resale rate can be changed. There's a number for it in one of the .inis, right next to weapon minimum shield damage proportions if I recall correctly. It is, however, set by "ships" and "not-ships": there is no way to change specific equipment resale values as far as I am aware.
As for putting it up... not above 75%. Seriously, if you want to switch between ships,

etc. works for just about every faction on the server's fighter/bomber wings. No need for anything else to appease that, if you're switching between more than two-three ships and not in the military (which have different designations for capships, thus preventing any additional weirdness) my assumption is that your character owns a significant part of a house government.
As for being immediately disappointed in ships, this wouldn't be such a problem if the infocards were not designed to look like they were written by Sirius' equivalent of car salesman. Every ship and it's dog is not "the top of the line", nor do wealth freelancers tote them around... but that's getting fixed. As for genuine mistakes... shouldn't your RP be telling you what to fly, not the ship? In the not uncommon event that it can point at multiple ships, either take a look at FLStat, go into SP, or ask someone (OMG PLAYER INTERACTION). It doesn't take very long to get a sense for the ship even if you'll still need to learn to fly it well. FLStat will inform you of glaring problems (which should be fixed quickly, thank you auto-update) in less than a minute, and if there's still question it doesn't take long to boot up SP or a LAN server and test out the ship. Ten minutes tops for fighters, half an hour for caps if you're new to capital ship weaponry.
Still, it happens. My suggestion is to up both values to .5, I believe they are at .3 right now. Makes "coming of age" organically less of a pain (occasionally I think you're supposed to take missions for purposes other than repfixing, although I have no solid evidence for this currently) without making people able to identify their target, switch ship in a minute, go kill someone, then repeat with a counter to their new target... which isn't really in the spirit of FL.
Also, I think that most faction members will be more than happy to help you find the right ship if you're making a character related to their faction. (If they aren't able to ingame, ask on the forums.) For example, if you want to make a Bretonian, ask the BAF or BPA what ship they recommend for you. Shouldn't take very long, definitely not longer than powertrading will. Hell, you can even RP it! And that's the point, right?
