I believe the Council would be going out and trying to build relationships. They need help keeping the Royals out of Languedec. So they should be going out and trying to find some help or a new place to hide.

That's really the issue here.
A lot of people feel completely stiffled by the restrictions on gallia and steer clear of it. I know I have tried to get stuff going for it but everyone is scared off. I know a few people in that had full set up brigand or grn characters that they deleted soon after, its rather sobering if you think about it.
Maybe people would acctually mess with it if they didnt have a guillotine hanging over their head?

Do you even have a gallic character? If so, how long to you remain logged in at a time before you get bored from the lack of contact with others? I dare you to use that character, or make one if you haven't already, and stay in it for a month strait, not switching off to hang with friends or just to be where the people actually are. Let's see your your thinking changes after only a week of monotonous boredom in what may as well be a single player game.
Let's face it. If having a character from Gallia were fun you'd see lots of people in there. It's a ghost house because it's just not worth being there except for the odd trade run once in a while.

Which is truly sad because gallia is truly awesome. Its beautiful, it has some of the best ship designs in discovery and has the epic music. Its sad people are scared of it due to the rules...
Thing is, Gallic ships are UTTER PWN to siris ships. SO please, Dont take them out. Weapons too. The rules are there to stop PVP whores from draging Agamas Out and culvering us all to death
People in gallia, stick to gallia. People in Sirius, generally stick to sirius.
Gallia is almost a world of its own, but that doesn't mean we should make a gallic server.
I've explored and seen gallia. Its awesome, however, I won't be making a character there yet...
If you think that gallia doesn't have enough people, go join one of their factions. Every person counts (except me because I don't really care much...)

I've test flown cuiressor, asco, mistral, mistral noir, jaguar, and whatever the grn vhf is and I have to say they are fine if not pretty good (though I can think of way better ships in each class). Is it just the agama that overpowered? If not those ships I flew were pretty balanced.
The tanto and the tiger shark are pretty comparable to both the mistrals its all pretty even and falls down to what do you prefer?. The cuiressor felt pretty decent but no better then any of the other hf i have messed with. And the vhf grn couldnt compare to the eagle or the raven's talon. The asco was really good though but it was a mixed bag not quite a heavy gunboat but not quite a light dont really have a frame of reference to compare it to.

well it can still be OORP for example the liberty rogues to use a lynx!
I don't see how the restriction is a problem, it really isn't that much different from the other houses.
LRs don't go up into Kusari to pirate, RFP don't go down to Bretonia to fight pirates, what's the big deal?
Also are Gallic ships really that good? I was left un impressed by my one encounter with a Gallic GB... In Rheinland... (It made no sense even if there wasn't this restriction)

All the ships I have tried are about equal to some other ship of sirius. Though some sirian ships are just better though I doubt any of the gallian vhf can compare to the eagle for example or the roc/barghest spectrum of bombers. Only thing they seem to have huge advantages in is cap ships and the guns which can both be remedied.
Also you dont have sanctions laying over your head like Gallia. Someone wanted to do some weird rp (take that rm gunboat bar for example) they could do it if they got the proper approvals. Gallia policy is draconian in the fact there is none of that flexibility that allows for interesting and different rp. It seems as if it was designed to be its own little discovery, which falls flat on its face we are finding out, due to people being scared/not wanting to go where there are no people/not seeing a point in it.
