Its not the faction it self makes bad opinions about it. But people who are in it. Or perhaps diffrent views in same things.

it`s like agmen said: there is no real sustitude for the blue message unforunatly. the hunter can rp demanding the surrender of the pirate. how will the pirate respond? we all know the answer.
just once in all my time here, back in my S/D days, I met a pirate who was bang on in his rp.
it was an indie I met in california. I rp-ed with him. he tried to bribe me and talk me out of collecting on him. after 10 minutes of talking the inevitable happened: the fight started. when he was severely damaged, he stopped fiiring. so did I, knowing that something was up.
he then said something along the lines of "my ship`s damaged. I can`t fight anymore". (note: he didn`t even use B&B yet) so we rp-ed him being escorted to sugarland by me. once arrived at sugarland we agreed that he would not log that character (a hacker) for an hour. he F1-ed and that was that. I couldn`t collect the bounty, seeing as I didn`t bag him. but who cares? I`ll take that kind of rp over a paycheck anyday.
so, it`s not the hunter that limits the rp. it`s the response of the pirate. the hunter needs the pirate to "play along" or it will always end up the same way.
as for lack of rp: it`d be nice if pirates didn`t just fly off or start shooting while you`re trying to talk to them. it takes 2 to tango.
As I play both sides of the fence being a pirate and a hunter I can pretty clearly see the problems inherent in the system.
Like Stoat said. This is 90% of shooting someone up type of game. Vanilla is 100% shoot-em-up.
Sure, every player has their own way about doing things. Me, sometimes I just don't have too much time on my hands (be that playing pirate or hunter in the scenario) and try to speed things up like saying that let's get this thing done then. BUT in order to be even able to say that I have to pretty sure that the others intentions.
It's actually harder to play hunter better than a pirate. For a pirate it's very much in RP to just mutely get away or take shots at you.
If I'm on my hunter the thing always goes down these lanes.
You see a pirate, you start talking.
A) Pirate just gets away without a word
B) Pirate gives you a sucker punch either with or without a quick "Die scum!"
C) Pirate actually starts RPing with you.
We all like the C) but as a hunter you have to constantly worry about him getting away or getting the sucker punch. Plus to take the ID etc. The very best tip for pirates that are looking for more RP out of hunters is to say quickly something that needs a reply. Like "Oh, yeah?" is considered stellar start since it gives the hunter the idea that you are maybe willing to stay and see how this goes. Or start talking even before the BH gets t firing range. Why wait on the man to open his mouth? By saying things first you practically FORCE the BH to RP (or any other opponent in this space sim)
What comes to blanket bounties. I remember the time before it. It truly was BH everywhere in caps. That was the only time I've ever had a problem with the hunters. Sure they even now like to gang up/join a fight, but so does the NPC. The blanket bounties are helpful for hunters. The hunters have a lot of things on their shoulders already. Why burden them even more?
Personally I think bounty hunters are ok going 10 to 2 odds after a specific targets. It's called manhunt. But the bread and butter blankets I tend to favor fairplay and inform that I'm not poaching on someone else's prey.
I think that what we sow we'll reap too. So I try to give RP to everyone, keep things fair and enjoyable as possible to all parties. I think Disco needs a lot more giving attitude than taking. And top-most I try to remember it's a game.
Pirates should only target vessels whose cargo is of value to the pirate on a base he may dock at, and not fight lawfuls at all as nothing they have is of any value.
Any deviation from this is clearly just pvp baiting. There must also be scans of the vessel's cargo and the sale of said cargo. Attacking vessels that bring no profit to the pirate is a sanctionable offense.
I've made it my policy to always offer the target the chance to buy their life. You're right, the blanket bounties are a measly 200-500k. Double that, which is what I ask, is still only 400k-1m. Do you know how many people have accepted that in the two months I have been doing it? None. The only person who ever came close was one of the Vagrant Raider Warlords, which then lead to a hilarious and epic balanced fighter battle of some fifteen people.

Yeah, that's what I try to do with every bounty hunter... I try to buy out. Yesterday I got lucky, there was some merc on me, but he was kusarian...and since we have our own pride, we don't kill each other ^^ . Lucky me. Or him, it would be my claymore against his fighter.
And yes, we have standards for those who behave and for those who don't...like Cpt.Sirius thing.
