I think you're freaking out about nothing, since nothing was actually removed since you're only adding to it.

Given that this is just a trial, if it succeeds will it open the door to similar things for unlawfuls? For instance, the Red Hessians maybe being able to stop traders in the Giftnebel and O-5 with caps, etc.
i dig this rule, helps with the pirate transport problem and MOST fictionalized capships have gone through a lot more then a week of power trading to get them, and so know all the rules and should be RP-ing correctly. penalties for doing it wrong are a bit more severe then a week in Bastille or your money and guns taken away too.
