I hate this attitude... If you people are going to pick holes in this proposal, make sure it's the content you're addressing, not the user's join date. So what if a new guy wants to lead a group? So long as he's capable, and has a solid write-up for the group, who're you lot to stop him?

Edit: Maybe IMO i don't like new factions .. there is plenty of existing ones that can fit to everyone person or group. All you need to do is write application and join. Then if you have ideas you can talk with Leader about improving and stuff everyone will listen to you.
If i was new and i have 5 friends that are active we would probably join one faction ( offical one) i hope we would all get in and we would alone never mind if there is no one else we would alone boost its activity and then ppl would see its active and maybe more would join or old members would start logging on their chars of that faction. Its just funny.. all new crinimal organizations are same.. Kill , pirate.. kill.. pirate kill pirate...
Rheinland could use more Unioners, LWB and Bundschuh (especially Bundschuh, they seem to be dying out badly). Bretonia could use more Gaians. Kusari and Gallia could use more people in general. Liberty definitely doesn't need more people, it should lose some. Same goes for the Omicrons (Gamma, Delta and Alpha included).
Seriously, you want to make a faction and say "all else are taken", no they aren't. I would say rather than trying to make a Sirius wide ZoI independent pirate battleship faction (which pushes about all the buttons that it can on people here), get yourself comfortable with one of the smaller factions who do not have a big presence.
Why? Because there honestly are more than enough Outcasts and Corsairs on the server already, and it is getting really boring by now... especially since your faction wants to do the same thing as about all the other factions of that NPC group (Corsairs and Outcasts)... so why not join one of them instead of making your own?
No offense it's a decent write-up and all but..if we were to get a rivalry we would most likely end up having a bloody war with your group. The Cartel doesn't like competition at all, I would suggest picking a faction from one of the ones Blodo listed. I'm sure you could tweak a few things to make it fit. Good luck with running the faction man.
Your idea is a good one. & it is currently being used by I know of at least 3 factions in a sense ( might not be exact, but same basis)
Few recommendations for you...
When you choose what NPC affiliation you wish to be, Study the role play. There are all kinds of stories, Bio's & the Disco GC Wiki is a seriously valuable tool to gather information to assist you in your role play. Might also PM leaders of other faction with the same ID affiliation for advice, their role play & such.
Also, I suggest if you wish to form a faction & not be as restricted to others current role play, Choose one of the several NPC factions that are currently not being played by other groups. This not only gives you a wider range of what you might be able to do role play wise. But also the freedom to make new role play for that group & the chance to involve more of the community into role playing with something completely new.
