Please, explain how pirates using local is the same as "please don't use it outside Planet Manhattan, its a royal pain in the backside, and seems to be an excuse to go OORP to the local population." Um. Local channel isn't encrypted. That's why *anyone* in scanner range can pick it up. It's just localised - maybe reduced power, different frequency.
When taxing is happening in a busy system, demanding that the pirate RPs in system when they are using local, especially if they like to talk a bit, or need to roleplay for a while to explain themselves (QCP for example), is just a very very cheap way of calling for help. Period.
Why do I say this? Last time some trader demanded I roleplayed in System chat while I was taxing him in Sigma-13, I ended up being chased by a BH Battlecruiser and and random fighters for about 50 minutes, through Sigma-13, Honshu, Chungoku, Sigma-13 some more, Honshu... Really great, considering they wouldnt've even known I was pirating if this trader didn't have some idea ingrained in their mind about chat functions.
Totally RP for a pirate to let all the Bounty Hunters in the system know he's there pirating and not passing through/on a base. And the pirate ISN'T going to mind if the trader lets all the lawfuls know he's there by using a system wide channel is he? Makes perfect sense.:rolleyes:

Both sides make good point, my personal feeling though is that if it is used for a local RP announcement, or for example. The Keepers sending a psychic messaged to the surrounding parties it should be fine.
Think about it this way. When you are flying around in New Berlin, do you hear the Military NPC's over by the planet talking when you are over at Essen station? No. Using system chat is the equivalent of shouting on the Comms, whereas using local chat is more..well..localized. If a group of traders pass each other, they might greet each other, which would include local chat. If there is a random person 532m in front of you, it seems kind of ignorant to use system chat, lest a enemy hear you, and start looking for you. What do you think NPC's use to talk to you? Something kinda like local chat is to players.

What I meant by the use for local RP announcements would be quite simple, the analogy of the Keepers using it to contact everyone in a psychic manner seemed good enough but I'll try again.
If you're in a scenario, RP of course where you want everyone in range to hear you, you would do a short wave broad band transmission, which is what I equate the use of /l to. So, as long as it is only used under those circumstances I think it would be fine to use it. I however don't agree with it being used as a group chat replacement, thats just lazy.
Mate, local chat is excellent. Your opinion on the "private RP" is understandable, but I doubt that anyone would understand what was going on simply by looking at the chat. In-game, 70% of the RP is dependent on the actions of the player, which we see.

Because, frankly, you really have not made much of a point at all.
