Ranking system and Fascism = Ah it works fine for the way it is. However the ranking order is old. A revision needs to replace it.
Fascism alone: Early on in Gothera's take over of both Crossbones and the Foundation he , I , install a sense of Fascism based on the idea loosely connected to idol worshiping. This relationship is Gothera, father, and the soldiers, children. This figure head is to provide strict consistency during the "Transition Era." This Era is between 814AS- to 820AS where Crossbones, in later years, invade into Gallia to search for the space colony named "Sunken City."

SPR's RPCs: The SRP of only two RPC's will indeed be a mess. However There might be other vessel's that might replace them later on. So I don't know if I'll go so far as too apply the SRP's for the RPC's.
Bounties: I don't do bounties on anyone. I feel that if I want someone dead I'll do it myself - hence I translate that into the Crossbones. And serving bounties for people is not really an interest of mine. You have the Reaver's for that.
Terrorist/merc/freelancer/smuggler: As the story goes Crossbones and Foundation are two separate entities. Crossbones is a military force and the Foundation is the Terrorist force. In 730AS they merged together politically and mingled operation zones and duties. Their actions would be defined by every House Nation as terrorism. However the law separating piracy and terrorism is very thin. The ONLY DIFFERENCE is the motive to commit violent acts against governments and civilian entities is the political agenda.
While one ID doesn't cover everything I need to be done, with two Pirate and Smuggling does fill the roles needed in game restricted by the Game's Engine.

Historical Timeline from 650AS to 730AS First Draft 04/19/2011
650AS Octavian Investors (Pre Foundation members) Explorers Surveying the Tau's Found a large asteroid that they found to be rich in minerals. Plans to establish a Mining Colony Began.
650AS Has distant home star, as 2 nebula's and 1 asteroid field. It has one access jump hole created by the pulls of energy between Tau 37 and Lorriane System. It has been uncharted since
650AS Explorers discover a Jump hole in Tau 37 though it not being stable they jumped and explored and declared its name Octav from the month of Fall - Harvest.
656AS Construction began in 656AS and 40,000 refugees were forced to work.
656AS Construction began on a asteroid to turn it into a Mining Colony. Technology from Zoners, IMG was bought and shipped to Octav. Housing for 40,000 people was built on the asteroid.
700AS Group of politicians and CEO's got together to begin monopolies on markets. They used money to buy political leaning all over Sirius.
710AS Foundation contacted the Refugee camps in Sirius and bought them for slave labor to build a space colony. Construction started 711AS
712AS Foundation began putting money into armed hit men to forcefully push out their competitors and leaders against the project
712AS The Refugee War begin with civil unrest due to the poor conditions of the workers.
720AS Paramilitary Group that Operated as a Merc Army for the highest bidder was contacted by the Foundation.
722AS CrossBones were first conscripted to the Foundations near the end of the Refugee war
723AS Rebels against slavery assaulted the work camps early on and in fear of being found out the Foundation cease to communicate with the project.
724AS Crossbones crushed the revolts against the Foundation.
724AS The original Founders of Octav stayed behind after the Foundation left. Octavian investors were wealthy and continued to supply the construction of the colony.
725AS CrossBones left as the result of no further interest politically by the Foundation in 725AS leaving many of their ships behind.
726AS New refugees poured in as the colony became more stable. The humbled people established locale Government
726AS Order of Common Law was created and government started with the leadership being the elders of the Octavian Family.
730AS Foundation denies any connections to the "Refugee War" and begins to move out of public view.
730AS CrossBones merge as the Foundation's personal Military.
730AS Colony grew sustain a population of 200,000 people. And only 1/5 of the asteroid was cultivated.
730AS By the order of the Government they built huge horticulture bases outside the nebula where the source of the star -Ura- was unhindered. The project started in 724AS and finished in 730AS
I think that is it for the first 650AS-730AS "Proto Era"
