There's that. Currently, the BDM ID allows players to act like the RM, but with a Sirius-wide zone of operation. The intention behind all of the House Intelligence IDs was to provide a different RP outlet, but in actuality, they just lend the potential of acting as a mega-navy.
When you consider that the vast majority of official faction members will never get to fly anything bigger than a gunboat anyway (either due to restricted promotion prospects, or the faction's squeamishness regarding cap use), they've really got nothing to lose by joining a snub + GB only faction.
For the average player, BDM would be a far more attractive prospect than the RM. The rep required to get hold of the ID is the only real counterbalancing factor.
