The R&D department choosed the Behemot for her perfect size and displacement. Indeed, her cargo hold proportions was the fitest to receive the necessary conversions to welcome the needed instruments and equipments. Equipped with the finest armor, capable of withstanding long duration flights near the strongest sun aurora, this ship will be able to gather science from toughest the place nature can throw at it. First, after discussion with our technical adviser, we would like to know more about how exactly the ship systems work when the cloaking device is activated. The Polizei technical adviser is perfectly right by stating that the localized distortions of the surrounding electromagnetic waves around the ship are due to the combination of lamellar inductors and the passive superconductor coils. The more the laboratory can detect, the better we have deconstructed matter.
This field of research can lead to several improvement of our daily life: Better mining arrays. Or more concentrated antimatter in a mortar shot. Even less energy consuming devices. The possibilities are almost endless as we are a species with an existence depending on how much energy we can use and store.
But I’m losing track here. To answer your question, Indeed the EM bender can render the laboratory completely undetectable until a counter device is activated and even if it will not be its use, remain the existence of such possibility.
This leads to the second point raised in your communication. The use of the ship and it’s cloaking component. Right now, the DHC R&D department has ordered me to get as much information as my team can get about this problematic jump gate. Hence my presence in the Hamburg system. Therefor the use and only use of this ship until further notice from the DHC board of executive is to study the environment near and inside the gate. The Westfallen will be my mooring base during my researches.

First, you will pay fine of one million credits to account RFP|Arsenal for violation of paragraph 2.2.4. of Article Two by flying with the device onboard without the permission.
Second, permission to use the cloaking device will be issued under these conditions:
Your ship is not allowed to fly in Rheinland space with batteries onboard outside of sectors C-D 2,3 in Hamburg system. For the rest of the Vaterland, it can load batteries only on last station just before leaving Rheinland territory (typically on border station) and after reentering must unload them there again. Any flights inside Rheinland with batteries onboard or even with activated device outside of sectors C-D 2,3 in Hamburg system must be authorized beforehand by member of primary law enforcement forces.
Also, special transmitter will be installed inside the ship. The transmitter will stay in passive mode, but will turn on, react and mark the position after receiving specific code sent on specific frequency, which will be known only to inspekteur der polizei, admiral of Rheinland military and direktor of Büro der Marineintelligenz. This is safety measure for case the DHC will lose control over the ship, or there will be justified suspicion that ship is used to illegal actions.
