Heh, for all the lack of action, I think it's worth having a character in Gallia (GRN in particular) because the missions are challenging and fun. I mean the Kill Ships missions. The enemies are so powerful they will kill off the allied NPCs...not to mention that GRN ships look freking awesome...

OR I can sit next to the nomad gate in minor when NPCs spawn, it'll kill ur gunboat.

If you want to be the epitome of cool, make a Lynx with 4 CLAYMOREs and 2 Grand Culverins. I got close to completing mine, then I sold it for spare cash (a terrible idea).

If they're OORP outside Gallia then ANY form of interaction between Gallia and the rest of Sirius is OORP. Heck ... either Gallia is part of Sirius or its not. If its not ... shut it down ... replace the mines ... lock the jump hole ... and create a second server just for those who wanna play with the uber-weps in Gallia.
