Lets assume for a second that cloak would be available only to the Order. How ruined would that faction be in a month you reckon, after everybody and his mother makes an order ship (preferably some kind of capital like Osiris or Geb) then goes sirius wide to "test out the cloak"? When would you see order ships shooting order ships as indies ally with their respective favourite factions who just so happen to be at war with each other?
Oh you can make a safe bet with the entire contents of any of your faction's armouries that GMG is going to put this to full use in the clouds. Between this and the ability to dock and re-engage we are getting the forumula needed for proper guerilla tactics:cool:
edit add: In fact I'd love if it was possible to make this cloak thing a passive ability to the GMG ID which we don't control when it comes on or off but is instead triggered when we enter clouds (opening fire drops it).
Eh you can't have an RP game where everybody is hidden. Only way it will work is where it's too expensive to use, like displaces the cruise engine or uses all of the weapons energy pool
cloaking devices are nice if only given to some factions ,keep in mind the story line
Nomads? Yes the cloaking devices are actually belongs to them and then Rheinland because they are 1st who awake nomads ,remember the compaign.
Then Order deserve it and i dont know why LSF and any liberty faction get it? And from where and how?
And ofcoure the Weapons systems must be disabled in cloaking mode for balance issues.

In SP Juni says the LSF experimented with cloaking devices, but couldn't get them to work. She said that they needed a battleship sized power output to cloak a fighter. Cloaking isn't about bending light either - it's active invisibility across the entire EM spectrum.
The GRN wouldn't have access to the same tech yet. It's all Nomad derived. Maybe they could snatch it after a few battles? Raids on Sunderland, perhaps.
Cloaking devices should be either limited to certain vessels such as freighters and certain heavy fighters. Also it should effect the energy or thruster power down so you can only go at normal speeds or cant use thursters while clocked, because in the story mode, in order to fire cannons, the ship is required to decloak. technically, just go with a treky point of view on this. Also, like any cloak, get too close to your target and they can spot you. Probly reduce scanner range to where you need to be at least 500M with in range of the target ships. Ships such as carriers and and destoryers should not have this ability due to the fact they should have enough firepower. A cloaking device cost should vary, if different types are created. If not, a good 10 Million credits should be the asking price.
Note: Frieghter Trains do not count as a viable candidate for Cloaking devices.

Srsly, for exaple, order gained this cloacking device... They instaled them on few BS: OCV-1, OCV-2, OCV-3
All those battleships should not be met in combatl, because they are to value. If something goes vrong and BHG-5 fould OCV-3. He took with him BHG-4 and BHG-6 (BS and bmb). Crew of OCV-3 will destroy Cloack device, if they cant win this fight and cant escape. OCV-1 and OCV-2 will not come there, but they will change their position, to avoid got detected to.
But ok, if everyone in sirius will have cl.dev, then gallia should be in to.

Gallia is several years ahead of Sirius, and they have their own alien civilization that is long dead (Unless you believe that Privas structure is natural). Moreover, you can just create a force field that enables no kind of wave/particle to escape it's aura, nor enable anything in, in result you get a ship that cannot fire yet cannot be seen since it's anomaly would just fade into the cosmic background radiation.
