Well yes--a "ban" would make most Junkers not go there. Letting the Hogosha "police" though leaves cracks in the wall for Junkers to sneak in and out.
So if a Junker wasn't about and KNF or KSP pulled you over, they would simply check you cargo and if it was legit wave you own with a few rude comments. IF a Hogosha caught you, then prepare to be extorted.
Right now there are very few Hogosha. I'm almost the only active one on a regular basis right now (there are a couple of more). Hopefully by adding rp more and a little background, more will join in.
The Hogosha have been an overlooked faction recently and it hurts players who want to be Hogosha and junkers who want to play the Kusari side.
I've just been trying to help fill them out a little.

Products in the list are used in large quantites on warships/weapons, as the purpose of the embargo is to prevent Kusari pruduced 'military' (can be used in warships/weapons) products to reach Bretonian borders and the Battleship Nagumo and Nagaski are the two main blockades, it make me think it fall in military duty.
Apparently 'The Queen' is of the same opinion, considering Bretonia policy on the same list is slightly more restrictive, unless I'm basing on old documents.

if optronics and engine components are illegal without a license, - it ll cut off honshus exports as this planet has nothing worth selling anymore. adding niobium ( even if its meant to cut the ooRP traders that use the chogoku route ) to be illegal may - if enforced end up with no traders at all anymore. - the whole kusari space may end up empty. no traders, no pirates, no lawfuls.
This restriction is now changed to apply only for export toward the Taus and apparently this 'example route' does not involve Kyushu or Tau-31 blockade, there shouldn't be problems.

I believe this can simply be applied by players by RPing Junkers/Hogosha ingame.
Should this type of roleplay be encouraged somehow? Is really needed to add something to the codex about it? If yes, more licenses?

$50 million for a Licence to transport exports is outrageous! I know it is a time of war, but there should still be some rationality. $50 million is too steep for independent traders who can barely afford an escort, whilst, corporations can pull funds together in weeks even days. Please be reasonable, $25 million would be ideal, but i could live with $30, even $35 million.

On my indie KNF, I halt every signal foreigner ('gaijian') I come across, to keep me occupied. Indie trader, zoner with eagle, doesn't matter. They get stopped and asked where they are headed before I let them go.
I have noticed a number of those indie traders carry 'Gate/Lane parts'. I halt them, and they tell me they are headed to the 'Tau-31 Gate Construction Site'. I ask who owns the base. The response? "BMM".
This makes me wonder if gate/lane parts should be added to the embargo. Those could easily be considered military goods - they allow the BAF to move around much more quickly.
Unfortunately, Gate/Lane Parts are not on the list of embargoed goods. I would love nothing more then to make the trader drop the cargo, and fine them. (They can still deliver their goods by heading through Britonia or the barrier rim). Could gate/lane parts be added to the list?

The problem with this is that, in rp, there are other projects in Kusari that would need the Gate parts, and Lane parts are used for keeping the tradelane system up and running.

Can it be limited to a certain area or allow domestic companies to take care of that only, like with plutonium? If they're headed the wrong way, they could drop them off on Kyushu and such?
