I'm enjoying some tea (yes yes, chinese tea, that thing most of you folk cant even smell) and am already working on it.
As to who decide on things, I say the entire community. It has always been like that, and should always be. Since when did I forbid liberty rogues to have a word on my liberty navy creations, or the rheinland pirate to comment on my rm super bomber? everyone here has a right to express their opinion, and we expect everyone to be mature enough to -not- act like biased little kid who hopes their enemy get the worst equipment possible. Beside, those attitudes are -very- easily noticeable, and will be thrown out of the windows.
At this point this is an "Outcasts-Having-Things-Decided-For-Them-By-People-Who-Don't-Have-a-Direct-Interest" fluff. I'm just using a corsair as the stereotypical example.

No, I don't speak for all of the Outcasts (I used to:laugh:). But neither does Discovery, and in matters of Outcast I trust Discovery (predominantly non-Outcast) a lot less than I trust myself (born and bred Outcast) to read the rest of the Outcasts. I ran an Outcast faction for quite some time, I know how that ship performs in combat and I know how my pilots felt it performed in combat, and I can heartily say that I think I have a better measure of that then people who get blown up by the Outcast dessie. The community ought to have a look-see, of course, and it can offer its opinon too, but to give it final deciding power? There are a lot of people who'd rather see the Outcasts hanging from a gibbet.

Anyone at any time might decide to create an outcast char, therefore anyone can have a say... just because they aren't outcast right now, doesn't mean they won't be. So yes, everybody should have a say, because everybody has the opportunity to be an outcast.
Igiss knows what he is doing, let the best/most-relevant model win... what more is there to be said?

How is that fair? We work hard, for years at a time, establishing our Roleplays and becoming respected, and then some guy on the server five days decides he wants to be an Outcast, knowing virtually nothing about the NPC faction and how it runs, gets an equal say to us? I don't think so. Unless you are an Outcast you shouldn't have a definitive say. Earn your stripes before you go deciding things for the rest of us.

I don't play as an outcast on the server, but in singleplayer i do, therefore i have as much say as the next person.
we all have equal say, once we start assigning people ranks or divisions we start classifying people in a way not compatible with the egalitarianism inherent in our community.
also leads to next question who is qualified to judge model, and what are the criteria?
