I have been chosen to be the technical 1IC of Velvet as rules permit only one to be. Within RP, @Dark_Knight (Max Cosmatopolis) and me (Tia Stormclaw) will be the standing command of Velvet.
As for our problems before the thread was locked:
I have reread all the comms that led to this situation and I believe that Velvet is mostly at fault for this situation. We will do our best RP and ooRP throughout the next month (Maybe even sooner) to return everything as it should be. For any questions, do not hesitate to ask here or on discord within Velvet or Zoner channel.
Even though there was no official announcement, with Derius moving to Core to handle things there I am Official 1IC. In that capacity, I've been as active as possible but I can't really promise that these days as RL issues are absolutely draining me. I like Velvet, and I like what it is doing even if it is that weird pseudo-guard simulator of guarding the NFZ but I will admit, besides me and Aazalot our activity has dwindled but I feel shutting down the faction would be a disservice for Zoner players and Zoner factions that have relied on us. I will also admit I spent long and hard agonising over whether to shut down the faction or not and in light of us being the only Official faction officially allowed to enforce NFZ, it would be bad for Zoners.
So please, help out by giving feedback or apply to us. I know where not fun-times Zoner Militants, but we are something.

The last time i had a look in an OSI-ID, they also could enforce NFZ...
