ok...this is getting away from the original junker concept and it feels more like you just want a semi Roleplay reason to build & use CAP Ships.... If you really want the Roleplay involved with such ideas join a faction already in place that promotes this ideology, now if you were proposing an alliance of sorts with-in the different Goverments who OFFICIALLY recognized your group, it could validate you. But it takes at least 3 other forms of legit government to validate a new one, I'm just wanting to see where the other governments are pushing to have a new military neighbor??? I don't see it and don't think it would be allowed by the other goverments unless they see a way to profit from it.

Not intended to "be all Junkers". It is based on my personal role play that I have pursued pretty much since I got here. This is an extrapolation of MY Junker character--not yours or anyone else's. Yes, it does involve a capital ship though that isn't the point--there is just a need for allowing some and a particular need for one or two.
Our biggest "capital ship" right now is a Barge. I am equipping a cruiser at present to be the current flagship. The cost of these two ships would have more than covered an "official application" as a faction or a big honking battleship--I did neither.
I will clarify, I don't expect it to be "accepted" by house governments and it will not seek recognition from them. In fact, it will be referred to as a shadow fleet to reflect what it does and I expect houses to look askance at it--which is why they won't normally do operations in plain sight in house space--Kusari being a possible exception. This will be "no man's navy"--no Junker groups will publicly claim influence over it. It is designed to be viewed as a radical Junker splinter group under no authority--though it will in fact place itself under Junker authority covertly. Junker player factions will be the validation of it--not other governments.
Primary purpose? To be a fallback against a Wild or Nomad attack throughout Sirius (a part of the obsessive vision of its founder)and secondarily to further Junker strategic goals (which are very few outside financial spheres but could include commerce raiding in Kusari as well as recons of Wild and Nomad systems).
Its an unofficial group and I am looking for a "ragtag fleet"--not a full-on naval force. It may be a bit boring for some as it is a "background" operation for Junkers overall.
I opened it for players who want to have Junkers doing something different and especially to introduce real political activity in the game--which is sorely lacking.
I have no interest in doing anything other than as a Junker. That's what I always am.
I have discussed the issue with some of the other Xenos and we've agreed that there is a measure of sadness over the lack of Junker Rheinland Battleships for us to kill over and over and over and over and over and over and over again.

I have not forgotten our Xeno friends.
When we get up to speed there will be three things in Puerto Rico--so long as the .:j:. don't mind:
The JSF-Abu Ghraib
The JSF-Guatanamo
The JSF-Naval_Research_Center
The first will be a prison ship for Hogosha POWs. The second for Xeno POWs and the third for Wild infected prisoners. Maybe weekly matches will be "unofficially" held where we transfer prisoners between ships for "visitation". We know how much each group there loves foreigners.
The ship you spoke of will be a defense vessel for these and remain in Puerto Rico. I'm sure you will enjoy it;)though it will take some time to re-outfit it in the current economy.
I'm hoping the JSF will be a magnet for RP in Puerto Rico--making it a a"real" system for activity for Junkers and even on occasion their nemesis.
On another note, it occurred to me how to tag for the name I wanted to use: "JSF" for "Junker Shadow Fleet/Junker Security Force". Anybody needs cash for a rename I'll run some trading trips as soon as I can and cover them...the official tag is "JSF-Name_Here"

From what i know, the JC roleplay was very good mostly, but this JNS/JSF thingy is moving right into a pvp faction and metagaming politics. None of your posts have convinced me about the contrary.
I really hope the future proves me wrong, but if not, don't expect anyone else than Junker are playing with you.

No way for me to address or help your attitude there--that's all it is.
Stating in advance you won't be cooperating with the RP is pretty contrary to the whole spirit of the server. This isn't an "airing out" for gripes--it was an invitation to Junker players that might be interested to play along. As to implying you are "speaking for concern for the server"--it's for yourself. PM me if you have a specific objection rather than start yet another negative post campaign here.
I'm just here to play--your RP doesn't bother me and you not liking mine isn't really my concern so long as my play follows server rules.

Personal rancor aside and in answer to the point you raised for the benefit of others...political metagaming would be like price fixing in a free market. I get together and prescript every other involved faction's responses and they "do what I say". Nothing of that sort has occurred at all.
I mentioned the idea and numerous other Junker players liked it and offered to contribute to it--before any specifics were ever detailed.
Tinkerbell has certainly RPed the position and influence more than adequately as a "leading Junker" to realistically propose such a thing and has enough capitol and support to minimally fund it almost by himself. In fact, it started with ONE ship and was RPed in-game before ever reaching the forum--which is far from metagaming and quite within the sphere of already established RP.
The "pvp" we intend is directed almost entirely at NPC's--Nomad, Wild and Kusari freight. There is no player faction/s we have set out sights on or have an axe to grind against. The opportunity is their for Xeno and Hogosha player interaction but it isn't forced on them.
I specifically stated this is strategic in nature and we won't fulfill personal bounties or perform individual Junker strong-arm tactics. That's to prevent a faction from being used to hunt down individuals.
I am extending trust of players who want to participate. They get a clean slate at the start and so long as they don't do anything to dirty it, I don't need to anticipate bad play on their part. I have not hand picked any player for this. All have requested to be part. I can be a good sport and work with them as long as they play fairly. I think that's a healthy and inclusive attitude--unlike that of some others.
The actual RPed politics will be done by other Junkers and Junker group--we will adapt our role play to them. They are not required to do anything. That is far from metagaming.
