Okay, some points to point out...
If things somehow change and caps will be cheaper/free/whatever number of caps will rise, that goes without doubt. But with that, also good RPers that dont have access to caps will emerge.
Really, you think that those cca 4 days of trading help new players get a grasp at RP. Sorry but i cant just take that seriously. I made about 100 millions in last 2 days (what a waste of time i could spend RPing Q_Q) and all RP i got from that was:
"Greetings" x 10
Some other lines x 3
Even though i announced my presence in every system i visited.
Really, this "Make caps expensive so newcomers can learn" is just a poor joke and all it does is to stop players that actually can RP as they should but dont have that much time.
Look at this this way, i can play a mute character. And for all i care, i dont have to write a line in days...
Do i add to RP environment then? No. Do i still make the same amount of cash? Yes. Even when pirate stops me and asks for money, i can just pay and he will let me go... thats it... without a single word.
Edit: Also... some of us actually enjoy benig a trader or miner... or even a pirate just for the fun of it... I have several independent pirate characters and i hardly ask anything from traders. Why? Cuz most of them are afraid and tries to run given even the smallest chance which my characters enjoy so much. And others? They want to RP with me... I have fun, the other guy have fun. Ive got what i wanted, no need to be greedy, i want ask a single penny from those...

@ Tom just because caps became easily attainable, doesn't mean everyone would grab em. Your argument about mercs and pirates not being played anymore is also invalid because they would continue to have fun RPing rather than using set message so they can cheapshot their targets. Your other argument about ships mixing tech has no value at all either.
* Making caps easier to obtain is definitely going to increase the lolwut population. So those who enjoy RPing as traders and fighters are going to have a tougher time doing what they want when some idiot in an ossie floats through NY blowing everyone up.

Yes, the price of caps probably is sort of in RP. But prices are there to be balanced, not really RP-able. Keep in mind while a lot of NPCs are flying ships in the hundreds of thousands cost range, everyone else is flying million dollar fighters with 15 mill worth of armour at the least. In any case, it's a game. I'm sure the corporations don't want to be stuck with Startrackers and Hawks for security, most corsairs wouldn't want legionnaires etcetra, so the point is moot.
The main concept I got from the thread though and what I agree with is this:
Caps were made hugely expensive to try and discourage misuse. Misuse remains a problem.
As a side effect, this price bump has also made caps unattainable to some number of good, capable players who can't play too much or just absolutely hate the trading/mining grind. Therefore, these players do not get caps when they would actually add to the number of good examples.
So, any solution has to address both problems. Free ships is probably a bad idea. But some sort of monetary incentive for good RP might help the situation on both fronts. Good players can get to a cap partially by trading and partially by writing RP, basically are rewarded for skilled play. Borderline players might see it as a reason to get more involved and better their RP. The really terrible players won't change no matter what until they decide they want to.

By jacking the prices up they make more variants of lolwut.
How about, a post in the RP hub is worth 5 million credits? Pain in the a for Admins to distribute, but I would rather spend time writing quality RP than hitting autopilot and alt tabbing.
