Indeed this is the point actually- everybody have the means to build base but not everybody have the means to destroy base, sadly people cannot see it fair to have the same options for all.
The same with Jumping- everybody have the means to build base and JD mk4 only few with battleships can use it, I see no reason of more cap-spam but the new features force people to cap-spam.

Life is not fair as well. Some factions will be held down below others. This is called immersion into roleplay.
It is not fair for [LN] to have more members then let's say [U], but well, they are just fine about that.
It is not fair that some IDs have more perks than others or less restrictions than others, but somehow people deal with it.
When it comes to things related to people, biased people can't cope or deal with it.
When it comes to roleplay, no lawful could simply fly into the middle of the den of the unlawfuls as the guard system is just filled with them.
When it comes to gameplay, no unlawful without capspam could remove a lawful base from their guard system, if, opposing to roleplay possibilities, the base is well supplied despite laying deep in unsafe space.
This difference between roleplay and gameplay becomes significant when it comes to player bases.

I dunno, perhaps, role play? Yea, you know role play their faction. Their enemies have done something that they can't stop (such is human life - actually having weaknesses). What should they do? Role play! That's right! Let the people who also hat ethe Gallic law know the location and let them kill it! Oh, likely help them kill it too.

People cannot get the Idea that written RP have nothing to do with game-play, not even close.

You are so biased towards Mollys and only talk about problems related to it.
I don't want to be rude, but you should try presenting serious arguments seriously with serious evidence.
I can totally see the disappointment in having different gameplay than other factions. Come to think about that, what did Hessians do to deserve Capital ships while others didn't.
You could propose adding BS to flyable ships in exchange for nerf, perhaps.
