Perhaps you did not get the point of my post, but others certainly did. In fact, you replied to a comment one of those people had made.
I'll spell it out in simple words for you, so you understand;
If Mister Silly-Billy breaks the rules, and he meant to do it, then should have his toys taken away.
He can get new toys.
But if that doesn't teach him not to be bad, then he should not be allowed to play with the other kids anymore.

I understood that part, but it's largely irrelevant unless Silly-Billy explicitly states "Yes, I did it on purpose, umad?"
