Because the faction is very tight-knit and careful, the ID doesn't allow them to let civilians come to harm (that includes traders), and if you try and use the ID inappropriately you get kicked from the faction and the ID removed, plus a possible character deletion/ban?

The Phantom, Wilde, and Keeper IDs are far closer to PvP-whoring, but remember that they are admin enforced and if you abuse it, *poof*

Although, unless I missed something, the incident that started this caused a random passerby to come to the maximum amount of harm possible.

There's actually a long standing hatred of Mercenaries by the SCRA- mercenaries stand for the ultimate in capitalist greed and caring only about yourself; it makes sense if you think about it. He was more or less killed for being a "money-sucking capitalist scumbag" as they might put it.
