Greetings! Captain Seabourne of the OSC vessel Breezewood inquiring about a Gaian wildlife license. The Breezewood has a small menagerie of the creatures in our main atrium (25 units) to amuse our guests, but our legal officer informs us that this would still be enough to be considered contraband in Bretonia. We've been avoiding Bretonia space until we can legally clear this matter up. We have no interest in marketing the creatures or shipping them to other worlds. We merely enjoy having them as decoration and to raise awareness of how precious Gaia is, alongside mobilizing the elites of Sirius against Gallia's plans to industrialize the planet.
Obviously, OSC is in good standing with the crown. We are honored by the continual sacrifices of her soldiers to kick Gallia out of Cortez and have done what little we can to help secure the system. We all want to see the free transit of goods and people between Liberty and Bretonia restored, and we hope the propaganda of allowing our small zoo outweighs the concerns about animal trafficking.

On behalf of the Octavarium Mercantile Guild, I am requesting a guild-wide license to deal in Gallic goods in Bretonian space. I understand your concerns about anything related to Gallia, and believe me, I sympathize. Unfortunately for us, pragmatism must win the day, as Natio Octavarium is in no position to turn away trade with a neighbor. In the process of doing the needful, however, I think we can help each other.
If there's one thing that a prior life spent working on the edges of the law has taught me, it's that the market always finds a way. If a good is in demand, closing off legal avenues of acquisition does nothing to stop the demand. It only limits the supply and opens a more lucrative market for less-reputable traders. By licensing Guild traders to deal in Gallic goods, you get to keep Gallia itself at a remove. Instead of uncontrolled cross-border trade with people who were shooting at you recently, instead you'll be dealing with a trusted partner. By allowing a legitimate supply of in-demand Gallic goods, you limit the development of the otherwise inevitable black market, and we benefit by acting as trusted middlemen.
