If a player is Guard IDed to follow RP, why would he be disallowed a fighter? The Guard of any faction would not only include capital ships, they would have escort as well. Which would include fighters/bombers. They wouldn't pull fighters and bombers from the regular forces, they would have their own elite pilots flying them.

I'm not sure this is true. Citation needed?
I believe that pirate-faction Guard IDs will be able to pirate, following the same restrictions as all pirates (no cruisers/battleships). Or maybe not, I dunno. In addition, they have the ability to police their faction's ZoI... Which can involve fining trespassing traders or just blowing them to hell.

That's what I figured it was...
A Guard IDed Rogue or such in a fighter/bomber should still be allowed pirating. It's not like people wander into Cassini too often.
EDIT: That doesn't sound right, Kindred. Where are you getting this info anyways?
Actually, I would like to clarify a couple of things. The Guard ID will permit the usage of all ships that the standard ID allows, with the addition of capital ships also. However, the Guard version won't be able to do a lot of the stuff that the regular ID can do, thus making sure that everyone won't simply only ever use the Guard ID from now on.
Lawful caps (anything bigger than a gunboat) won't be able to demand any contraband except for allied pilots, and the same goes for unlawful caps (again, anything bigger than a gunboat). Neither will be able to trade or collect bounties either.
Oh and Guard IDs will allow you to escort your own traders/allied traders, naturally.
