Technically speaking Nomad Blasters and Cannons are derivative weapons based on Nomad Prototype weapons which are in turn are supposedly based on original Nomad weapons (called Nomad Lasers) and were developed by Nomads as a part of reinforcing house navies under their influence with new technologies, including cloaking devices (see Rheinland). Nomad Prototype weapons were first introduced during the single player campaign, most notably used by corrupt Liberty Navy. So Nomad Blasters and Cannons are continuation of that branch of weapons adapted for use on human vessels, likely created by the infected groups as well. I suppose the Order has recovered stashes of those weapons in the aftermath of 801 A.S. events and keep them mostly for studies, although using in combat as well.
The true Nomad weapons are Nomad Lasers, Nomad Turrets, Singularity Cannon and others that are limited to Keepers, Das Wilde, Aoi Isenjin and affiliated characters (Zapp's Tundra), and cannot be used or requested by enemy characters.

My understanding is that it's not really enemy weapons, but more research and development that has gone into creating human versions of said weapons.
The reason behind this research is to fight fire with fire; see how the Nomad weaponry affects the Nomads.

I believe they can if they put through the paperwork and have a decent reason to do so. But I doubt any would want that. The Tizonas wouldn't match anything for projectile speed the Outcasts use, secondly, the Outcasts have the Inferno.. the Inferno!

The BHG| - Regular Bounty Hunters - are the guys running around primarily collecting bounties.
The BHG|Core - Military Bounty Hunters - are the guys at WAR with the Order over the control of Nomad Technology. The Core is, for all intents and purposes, every bit a space navy just like the LN. Thus, part of our Role-Play is that we've been researching these weapons and reverse-engineered them for our use.
Of course, since not every Tom, Dick, and Antonio member of the core has these weapons - only those who are approved by the Guildmasters specifically through internal communications - it's not like we have lots of them flying around. Our pilots are also prohibited from bringing these guns into house space any further than Cambridge Reseach Station (which is needed since we sometimes drop samples off there).

Should note that the work on Nomad tech had begun since we were S/D when we first got the Nomad Power Cell. A long time ago. How many months did it take before the RP got approved to actually place a small amount on Core ships? I can't remember right now. But the point is, those few (three I think) BHG|CORE ships that have a pair of Nommies each are the result of work that began long ago and took a long time to be implemented on a very very limited scale. Baby steps but goal is being achieved. I am pretty sure the process is open to any groups or individual to apply for the use of a pair themselves. For those with the good RP reasons to do so, I suggest you do, approval waiting period is lengthy. I'm a house hunter, myself, so I don't use them on my BHG ships. But I do have a Wilde char and I'm almost fairly certain that if Nomad guns are stronger, it's not really by much. Some of those faction Class 9's can pack a real punch.

Actualy for those that played Starlancer the Coalition had a cloaking device durng the alliance Coalition war. (for those that didnt play it, FL is the sequel to starlancer)
Plus the Osiris also had a cloak (tho the disco storyline is that it was discontinued as dangerous, which would make sense since libertys R&D is all based on nomad tech recoverd on manhattan)
