why split hairs, the amount of sanctions already borders on the unbelieavbley rediculous. Just remove the rule and add a notice that shows up in game like the pvp ruling one.
ive always thought that caps arent allowed to kill traders was the dumbest rule ever. and i run a trade outfit. If we were to be caught by a hostile capital ship, I would expect to be destroyed if I didnt comply, i cant say I would lolwut a trader in a cap since ive never owned one. but srsly?

If you could shoot a corporate transport in a Legate, there would be a lot more of them than there are already. A transport simply can't escape from a larger ship (barring things like the Shire, anyway). The rule is not based in RP, even though it has an RP handwave. It's based on allowing the transport pilot a chance to use their flying skills rather than choosing between "pay whatever this guy wants" and "die". It gives you the option to run, or have meaningful negotiations- sometimes I can talk a pirate into taking a greatly lessened fee simply to avoid having to chase me across the system. With ships that can pulse-pulse-dual-LM-boom-you're-dead, most of the interaction becomes pretty pointless.
What this change does is allow people who won't abuse what rights are given to them (and will be very easy to track and utterly annihilate if they do) a chance to do what they feel dictates RP. Whether that's letting someone off because they want that guy to have a fighting chance or killing him because he's a silent lolwut who happens to be very good at murderizing fighters is up to them- since they're responsible and won't abuse it.
Now, do I park the Temeraire on the Beuvray or over Alesia... decisions, decisions...

Likewise, official cruisers can now return fire immediately upon a group of transports, rather than having to lose half of its shield first. I have a Pirate Transport and there have been many occasions where it has come to face an LN Cruiser, only for it to be able to do nothing about me shooting its almost dead gunboat friend, or an unfortunate trader transport. That is where, as said, using a transport in an unlawful manner has got riskier. It makes perfect sense now in that navies can respond to an obvious threat.

I understand that a Patriot is useless (unless you're using munitions that a Patriot pilot wouldn't have access to) but it's not about the ability to destroy things, it's about the interactions that do not involve big, red buttons.
Can I ask for an additional subcat to this? Allowing SCRA Tagged vessels within Omega 52 to do the same as the other guards would be appreciated, and I think valid.
EDIT: I would consider that permission already granted by the terrorist ID clause and the Guard ID clause, but I would like it clarified in print for the future, as I'm sure someone will get killed by the marx and bitch about it.
