Also the rule that prevents you to claim from bounty board you are running yourself with different character.

Not to get free reign for PvP. Since you are not losing money yourself, but get easy reason to attck someone.

If there is not an in-RP reason behind the bounty, then it shouldn't have been posted in the first place. And since under the current rule, you cannot simply post a closed bounty, the base reasoning is invalid. Also, if you don't PAY the other people that claim your bounty, there are not just RP but actual admin-type consequences to that.

The ZOI of the person making the bounty, the person that has the bounty on them, or the person out trying to collect that bounty? The whole 'running for the border' thing works well when you're dealing with a police force - say, an Outcast heading up out of Colorado into Gallileo probably wouldn't be pursued too far by an LPI officer, because the authority of the LPI officer ends at the border. However, the hunter doesn't care about borders.

And also, this idea sort of negates the whole purpose behind bounties in the first place. Just to use IMG as an example - if you're irritating the IMG in space where they DO have a ZOI, then their company security forces can deal with it. The whole purpose behind the bounty is to deal with something where you DON'T have authority.

Unfortunately, this is a bad idea. Trust me, I'd like to see more chances and opportunities to get paid. But the problem is that all you're doing is saying that individuals can then place blanket bounties. Why do I say this? Because what's an unofficial faction? It could conceivably simply be an individual who has three or four ships on the server with the same tag.

We won't be putting ZoI restrictions on blanket bounties. It undermines the entire purpose of bounties. A more valid request would be "restrict blanket bounties to a regional level and remove the Sirius-wide ability." This is not to say that request would be granted, or that it wouldn't be granted. But we won't be making blanket bounties restricted to the same ZoI as the bounty poster, because the whole purpose of bounties and bounty hunters, is to hit the enemy where you can't go.

There should be an Consul-Faction with the right to place legal bounties from anonymous individuals for a luxuriouse fee ofcourse.

You can make that Faction adminchosen Members with special rights like diplomatic immunity and stuff - maybe make it a special brand of zoners even - so it is interesting RP to play.

This way admins have some control on development and inner Faction policy and give indy players partly what they want same time. Maybe even some official Factions want to use that for RP reasons.

I think you would add allot of very interesting RP this way.
