The cap ships that are most powerful are the ones that are used the most, my suggestion is to balance the ship between factions.
Other than that, the server rules don't restrict an individual from having any ship. If someone in an outcast destroyer is breaking server or RP rules, report him, otherwise it's the people attacking their own capships who are breaking RP.

But if the player base is generally happy with this restriction, given the three Outcast factions are, the LR are, I don't know about the other Outcast allies, then this will save us having to hit the report feature everytime we see an OORP capship, instead we can just deal with it ourselves. Saves the Admins time and work and helps limit the OORP problem we've been having a lot recently.

i would say that the approach is OK - from my point of view. its no point blank denial of capital warships for independents. - its rather about receiving any kind of roleplay reason for them. - as long as it stays like that, its fine. - but once the "official factions" start giving out marks for a RP - or some are favoured before others for no aparent roleplay reason, but only cause of ooc friendship, such a model fails.
as an official faction, one must allways keep in mind that - only cause its a faction, doesn t mean it has more rights. - an official faction does have more rights in their purchased system - only there. - no matter how many official factions agree with each other. - the effect is that one side ( official faction ) rules over the other side ( independents ) - now, that is an unbalanced power... the independents have no power to do anything about it, other than point at the general server rules made by igiss.
another example is - what happened if the independents banded together and made a rule for the official factions not to use any bombers ( just an example ) anymore - or severely limit the numbers of those, or evaluate each official factions background story.
its an unthinkable scenario, cause we assume that official factions RP is flawless as opposed to the independents RP.
so - i think the idea is GOOD, - as long as RP is not evaluated and as long as no one is favoured before someone else, as long as the background story is of equal quality. ( and as long as its not a justification for the independents but only an information ) --- if this is respected, there is nothing wrong with the idea.
edit: - "we kill them over and over till they leave the server" is harrassment of the worst kind. i do hope such "last measures" are only to brag about, but not to be executed in any way.

Is it that hard to digest? This fights the ooRP that isn't blatantly sanctionable- it is rather hard to prove a violation of ooRP, and the rule is enforced a little less than maybe it should be. The point is that there is a problem with VERY damaging ooRP Outcast capships, and ANYTHING that helps alleviate this while being
A) Not in violation of server rules.
B) Reasonable.
is FINE. Actually, its GREAT. Outcast attacking Outcast, well here's the rub- ever heard of traitors? Treason? Stuff like that? The Outcasts are quite possibly more powerful than any one house, as are the Corsairs, and seeing how much firepower their ooRP indies have they could easily wipe out the entire KNF without breaking a sweat. The in RP indies and the factions (who RP by the way, the leaders of the factions make sure of that- if they don't RP, they don't get into the faction) are comparatively few, unfortunately, and are doing what they can to make the server a better place for RPers. Don't tell me they just need to make it a better place, because that includes catering to PvP whores and ooRP idiots.
Well, I just saw some noob blown up in front of manhatt for having a liberty gunboat by liberty forces. The whole thing was OORP and just as bad as the ooc chat there.
And calling someone a traitor as an excuse to blow them up is likewise oorp if the guy isn't an actual traitor and is just someone you don't like, or has equipment you don't like.
This idea that factions have the approval over server RP for anything is not a good one. It will be at best arbitrary and unsupervised, and at worst simply an excuse to limit who gets what ship regardless of RP.
You want people to stop using the OD so much? Get it nerfed. Tht'll cure it, otherwise, as per server rules anyone with the right tag and ID can fly it.
If you see someone breaking servers rules, report them. Otherwise finding an excuse to destroy them because you don't like the ship they have is oorp.

I concur. Thats what happened to battleships. Now they kinda suck if we're to be honest, If we do this to every ship then everything will be equivalent to starfliers and we might as well not have a mod. I fly a Xeno as well as an outcast, I also fly an SA character.
Now on both my Xeno and SA I have been swarmed, yes SWARMED with indy capships. Once I got attacked by four OC dessies who were just sittin' in Colorado. I just fly past got CD'd then killed, didn't have time to react, and all one of them said about it was this. "LOL n00b"
if they are all the same whats to make people play a different faction?
The outcasts have the best fighter, the corsairs have the best gb. The outcast have the best destroyer, the corsairs have the best BS (Osirus). We dont want them all the same for a reason. If everything was the same you could get all the enjoyment out of one faction and then it would get boring.
