I think that might....

i was in my trader and i saw lot of death messages ( ****** killed by keeper ****)

when i am counting right there was 8 or 11 ships killed... ( i am not sure)
so i think there was reason for keepers to be in minor... in home system of biggest enemy

Cardamine mutates DNA, so Outcasts are no longer human.
Cardamine was grown by the Dom Khavash for the nomads, so the nomads would live longer.
Hence OC's are more like nomads.

Also, the 101st are possessed by the nomads. Hence the apparent neutrality friendship.
