Ye, but I'm not talking about simple bias. I'm talking about people using guns against the actuall faction the guns belongs. It doesn't have much relation with "I like them, I like them not"

Sure it does. If there's an OORPly granted request (e.g., someone stole the guns), it makes sense for them to possibly be used against the faction.
Now, if the faction leadership changes hands, can the new faction leader revoke that permission?

Yes, why not? Easy come easy go. Anyway most of the agreements of handeling out stuff were made then people though that hey have the right over the tech they grant. But, after some time regulations changed without consulting with playerbase who already had agreements concerning tech.
And now we have a problem.
I'm sure outcasts wouldn't handle they stuff if they had an idea that guns might be used against them. Corsairs - same. That's what driven corsair council to close all the tech from any people who might want to get it, despite how they act or what they do.

Congratulations on completely missing the point.
When tech is given out for OORP reasons, whether or not it'll be used against them later on shouldn't come into play. That's an in-RP concern.
It's not "easy come easy go"--it's unfair to a player who may have written a nice story and gotten OORP approval to have that approval revoked just because the new leader doesn't like him.

Is aiming for the SRP. If he asks a faction leader oorply, he is asking for a favor. This means avoiding SRP and acting like you are requesting regular equipment. If they do you a favor and grant you the equipment, than you are supposed to respect that and if the next leadership revokes it - it's fair game. It doesn't matter if you stole the equipment, made your own or whatever else. You still acquired that equipment in a deal with -that- faction.
If you want it to be unrevokable you should get a SRP, which you can't get. Though I heard stories it's possible.
This can also be settled with 2 levels of approval.
For example, a whole faction can only get a first level, which can be revoked.
Individuals can get both levels, but if they do get a level 2 clearance (like stolen tech or something) - it can't be revoked.
Anyway, I am going to agree with Aeternus's proposal. If a character is granted equipment it can be revoked if he pisses that faction enough and it gathers evidence of it. So, basically, with FR5 he'd loose equipment too. Very simple and very fair.

That's a negative. HF has a white cell with LN for example, that is meant so that SRPs won't be necessary.
