They are clear. If you fail to stop when they ask you to they can kill you. That is because you tried to run away. If you stop, they cannot kill you until they either demand credits, cargo, or a role play demand.
Role play demands would be ordering you to leave the system. Give them your watch. Etc etc. Halt or an order to stop still are not demands, but if you try to run away they are now free to kill you.
I hope that is clear enough. I don't think I can explain it differently. If not say so and I'll track someone down who might be able to do so.

Battlecruisers are same as cruisers with increased damage but reduced "effective armor". Glass cannons, that have it's own specifics in a fight.

In team fights, cruisers are picked for their ability to deal and endure damage (through tanking or evading) and to CD. Remove CDs from it, and battleships suddenly become way, way more useful - because they're often better at both dealing and enduring damage.
Without a CD cruiser's role in a fleet becomes way, WAAAAY less important. To the point where single gunboat or bomber would be more useful.
I'm sorry, but I've been in countless fleet fights and the cruisers are not the ones tossing out CDs unless the snubs are dry or don't have them.
The bold part is the entire point. To force team work.
So cruisers do the same. I don't see an issue with that.
The only ships a cruiser is going to be able to stop and manage to fight against is another cruiser class ship and below. CD'n a battleship isn't going to do much for a cruiser.

Cruiser can take a bs on. Use the speed advantage + TS and kite the BS. Plus most of these "lone wolves" lurking about in other people's home systems have a habit of not being the best BS pilots out there.
EDIT: Knjaz (who I believe have stated that he is a capwhore) has made a good outline above. A cruiser without CD is redundant.

You've been in the wrong fights, then. In more then 50% of my (cap)fleet-fights cruisers were the workhorses, fighters were having lulz with each other in. *cough* fair duels *cough*, and bombers... were fighting the war of attrition before heavy hitters move in.
As for what battleship can do alone - they can call for friends, die, log off or wander around. Battleships are purely teamwork-oriented ships.
You will really kill the good chunk of cruiser's purpose, if you remove a CD from it.
And all of that because of something like cruisers being introduced into Transports Vs Other Ships environment?
Nothx, better forbid cruisers to shoot transports, than remove CD from them.

Kiting the battleship means it is trying to kill you, not running away. Thus, there is no need for a CD as you aren't chasing and trying to stop him now are you?

Am i the only trader not complaining about letting pirates use cruiser. Quite honestly my LABC might have a job now. Thank god it took me weeks to get that thing,contrary to popular belief not all traders are billionaires. ive never had 1b at one time....ever
