The thing is about Liberty Rogues and Lane Hackers. You say "neutral except for slavers".
Well if you kill one Hacker/Rogue who used to have slaves on board, all Hackers/Rogues will go hostile to you inRP.
Also, you say there are rumors about MR being plotted by Gallics, and that MR might be helping Gallics.
Now, Gallic people doesn't want only 101st down, they want to remove entire Outcast nation inRP. So, IF this is true, It denies statement that you only want to overthrow 101st. That is kinda not clear to me.

The diplomacy issues still are for InRP we will attack anyone hauling slaves into Malta but if they don't carry any then we'll leave them be. However if provoked we will return fire.
Also only the Gallic agent will know the true motives of the rebellion how ever all other members think its still to help save Malta, that part of the post was in OORP for a reason as InRP no one truly knows besides the need to know people.

I can think of a way to work out your cap issue. Basically, the rebellion is initiated with the surprise boarding of an (imaginary) 101st Ranseur that is berthed in Malta's orbiting shipyard. Let's say the entire thing was a sneak attack from boarding ships launched from Malta itself.
Anyway, the rebels manage to fight their way to the bridge and comandeer it. In the process of escaping, the planetary grid and confused local forces rip the living s*** out of it. You can then spend the next few months RPing it's reconstruction. This enables you to delay using the ship until .86 is released and you can SpecOp it. It also saves you the trouble of having to explain how you pulled a battleship out your arse later on.
Another convenient aspect would be the hanger, which could be full of combat-ready fighters. Volia. One cap you can use later, and an inRP justification for the initial equipping of your ships.
And yes, Jameson's reaction would have been utterly hilarious. :D

This is a great idea and i will consider adding it as you how we was able to secure a Dreadnought =D Thank you for this:P
Update: Changed the Diplomacy to fit the RP better
You have a great point about slavery. Using robots for such works are much more cheaper. Traiders can bring robotic components to Malta, where robots can be assembled.
Question abot energy can be solved with solar energy. Althought, Malta has a cloudy sky, new solar bataries can produce enought energy for them. Also, a pair of orbital solar mirrors can be stationared on orbit of Malta, to generate energy. They can be bought from Zoners.
With food.... What about planet San Remo, or Reno, in Omicron 80 system. Outcast can make some farms there, fishing facilities and etc.
Really guys, if civilization, with ability to build large space ships, to travel on large distances in space, they easely can make small settlement on planet, and if there is right conditions, develop food production.

and cut a pleasure from them to have slaves?

But... there is another point. How many outcast players are robing traders not for money, but for cargo? Do you see pirat transports with OC ID/IFF who delivering stolen goods to Malta? Do you see lots of OC fighters, bombers, and gunships, pirating traders in Taus, Independant worlds, Liberty ?
Yeah, easy to say, that outcasts NPCs destroing NPC transport and delivering their cargo to Malta, we just dont see it.

Thank you Ghost for the ideas you've put forwards i'm glad some people are giving feedback even if it is only few.
Jawsh is right there is still Alot that needs finishing and completing and there are alot of people working on that at the same time, this it all posted here so we can gather feedback from the disco players and see what then suits the RP better. Alot of changes have been made due to some feedback given but if you're going to be posting comments that are pretty much ''This can't be done you suck gtfo'' To be honest you can post comments like that but if there is a question within that rage i will not answer it.
More feedback would be great people =) Hopefully not to much more to go before the whole thing makes it:P
