It has been acknowledged that it was not the BEST of choices, but there was sufficient RP, and we're rolling with it. A thank-you to Deadric who took it without to much anger. In the future spying OP's (if any) will be conducted in a more "'proper" manner.

Mass produce doesn't mean on the scale of the Council. But for a tight nit group of smugglers/pirates/mercs. And a large research/development capital class vessel, they can produce enough to support a group such as the Renegades.

The agreement that was made did not included mutual agreement, nor mention from either parties as to the loss of tech once the agreement was broken.

According to the tech rules, it states that unless tech loss is SPECIFICALLY stated, the consequences can be no more than a FR5, or being bountied/hunted by the faction.
ALTHOUGH, steps are being taken to reconcile RP with the Council, eg an appology/rework of the deal.

The break of the agreement was a fluke, but because it happened ingame we're RPing to fix it. We didn't go in intending to break our agreements. Not our style...

I guess this is really just a lesson for factions to put this sort of line in all of their tech grants, unless the tech grant has to do with something stolen, or some other RP exception.
That being said, if the RR are trying to fix relations with the Council to keep their new tech, good on them.

I'm not judging you here, Caleb. I haven't even read this thread entierely.
It's just that there is a LOT of raeg posts for two pages. Even reavers didn't have this, so it pretty much means there's a problem somewhere in the system.
I talked about rules because I see you are justifying the council thing by the rules. While what David said is totally right, common sense still applies here. You don't reverse engineer a tech like that, it's silly roleplay and I totally know you can do better than that. It's like Rheinland destroy a LN vessel, loot vengeances and all of a suddent they can start mass producing vengeances to equip their wraiths. It doesn't work.
