A question if I may, are the NPS's balanced against each other, meaning have the devs agreed on a standard level of difficulty for the NPC's in all parts of Sirius?
No CD's on NPC's? Am I the only one who thinks this is the most awesome thing since the creation of the bikini?

As rebalancing of NPCs is not currently in the mod (the beta that is), I can't comment on any information regarding the future rebalacing of them.
I like NPCs. They make the world less empty and thus bring life to it, thus increasing the immersion. They are annoying during PvP, but that's why you drag people away from them!

Well Pilgrims and the other liners won't be that common. They'll be found in only a few locations. Police Prison Liners may be fairly common though. More information than that, I'd rather not say. It'll be up to the players to find out where they are. Especially for some special spawns that will be added.
