Does anyone have a tutorial on how to create new NPCs for base rooms, and assign rumours to them? The tutorials on The Starport seem to have been sadly lacking.

Wow, it's a complicated process to explain and I'm not aware of any written tutorials. I think it exists largely as myth passed down from one yogi to another when the burden of wisdom becomes too great to carry alone any further.
When I created all the npcs for the Gallic core bases I systematized the process and wrote keyboard scripts tied to hotkeys to actually write most of the code. I wouldn't try to do it in large quantities any other way, but my scripts are faction specific.
What is the project you need to know this for? If it's a small one, then it would be faster for someone who knows how to do it to just do it for you than to explain how to do it. I'd expect to spend 2 to 3 hours writing a decent tutorial.
And, are you familiar with the mbases.ini file in the game?

I'm roughly acquainted with it, yeah. Probably much more so when this is done. I was looking for help making a few NPCs on my own, so I could then apply the theory to making more on my own.
Two reasons for this - firstly, I'd quite like to be able to add rumours to my own little Discovery project, seeing as the place will be rather pointless without them.
Secondly, I'm helping out with the Broken Bonds total conversion mod, and didn't feel like putting the burden of my work on the system modders, which would've been unfair. I mean, a raw minimum of 250 rumours per system'd have them hanging from the rafters after a while.
