PM, before you have even departed to NY, a lib lawful player and remember who you pm-ed. so that that player can verify your story and spreadthe word that you're about to enter NY for oorp reasons.
Right now conni us used as a shameless get out of jail free card. this needs to stop.

I've thought it is sanctionable already. I think I've even seen people burnt for doing it.
I still think the simple idea of a "/conn" command which only works while docked is the best solution. If that could be done the going-to-connecticut-problem would be solved easily.

Problem is traders will abuse it.
They ll buy cargo meant for NY from someplace faaaarrrr away, and then warop to conn.
Not if there is no Jumphole out of Connecticut and the only Way in and out is using a Command. If you wish to get out of Connecticut and use the Command, the Command could send you to a Place regarding which ID you are carrying.
Or make the Command not work on Transports.

What Schlürbi said. No jumphole from Conn to any other system. Only way in and out should be the command.
There is one way to abuse it though if freight carries over:
You buy freight, teleport there, give it to a friend who teleported from a base where you'd sell the stuff and then teleports your freight back.
So I suggest making teleporting with cargo not possible or make it disappear for the time you are in Conn (and reappear once you go back).

I do think that the command idea is a smert idea. Someone should make a poll.
The idea is to swap slaves for cardi with your pal in Connecticut and /home to Planet Manhattan while your friend does /home to Planet Malta.

If you make it available when DOCKED ONLY you cannot flee from combat with it.
