I suspect the server will make the change during normal reset hours (11:50-12:00 at night PST) and the download will be available shortly before or shortly after.
Well, at least I'd roll it out like that. It gives everyone one last day to dock ships and make changes before rolling out a big game-changing update, and it follows the common maintenance pattern so nobody freaks out when the server restarts.
We're pushing hard and will do everything possible to hit this release date

It's still December 30th. It will be december 30th for quite a few more hours. In fact, over 12 hours from now, there will still be a place on the world where it is December 30th.
