Without a treaty they would be forced to tell him that themselves, oh lord, that would require a longer player interaction.
Or maybe not, maybe with the treaty they would still have that longer interaction and maybe they don't shoot at all.
But with a treaty signed, they are allowed to /l1 pewpew.

But without a treaty its jut gonna depend on one players opinion, maybe one baf player says a ronin can go somehwere, then he meets another who says he cant (or vice versa) the ronin (or baf) says, but x said I can go here, so bug off, the baf (or ronin) says you no listen to me! you die! Et voila, chaos.

The terms are easy, Let's survive.
The use of common sense is what's needed.
Don't shoot a ronin for being somewhere you don't want him, at least not the first time.
Don't go to places you are not needed as a Ronin either, except that you are trying to annoy BAF, that you will succeed. And pew pew will be there.
It's pretty easy actually.
And that everyone has to say the same thing is another reason not to have a treaty, because you are cutting down the choises for all the players.
So you wanted written treaty? Here is what we proposed.
1) The Kusari Exiles and Bretonian government agree to a formal cease fire. As such both sides agree to cease hostile activities against each other.
2) The Kusari exiles will have freedom of movement in Newcastle, Leeds, Edinburgh, and the Taus, and any systems in which there is Gallic activity.
3) The Kusari Exiles will follow Bretonian law, but be given the same exemptions for military hardware as the BAF. (for example the legal use of scanners.)
4) The Kusari Exiles will be able to make supply contracts with anyone legally allowed to trade in Bretonia under Bretonia law, as well as Samura should they not fall into the former category.
5) The Kusari Exiles and BAF will, when possible coordinate activities against the GRN.
6) The Kusari Exiles and BAF will, when possible come to the aid and defence of each other when under attack from the GRN.
7) Both sides agree not to commence hostilities against the other for at least the duration of the conflict with Gallia.
First... already understendable.
Second... give us freedoom of operation where we need to be. No need to go to cambridge if there is no GRN.. only to annoy BAF as Cas told.
Third... we will follo law.. and as such it's covers cooperation with unlawfulls (only in case against GRN)
Fourth... trade with bret corps.. but also with samura
Fifth... and Six... mutual cooperation.
Seven... do not shoot at each other until gallia defeated.
I can see some holes in that treaty, like "the ronin can go anywhere there is galliac activity" I think there are some systems the brets wouldnt want the ronin in, even if the gauls did go there.
Also Id have thought the brets would want the ronin to help them out when under attack from pirates/sairs ect. If they are going to be supplying them. But apart from that it looks good and bret should accpet or modify slightly.
Itd be ridiculous for them to deny you the right to trade, thats the sort of thing that STARTS wars, not cements alliances!

Our proposal was whole bretonia, but I think we shouldn't be in NL, or Cambridge if there is no Gallic forces.

Erm... from rumors... we buy our goods from them.. they do not give us it for free(from those that I saw already), so do not think we should help them with mollies or corsairs.

In any case, one aspect you're overlooking with supplies is this: partners who are willing to ship you goods is not a problem. It's how you're paying those partners that is. The Ronin are broke. All of their liquid assets were in Kusari when they were exiled - i.e., that source of revenue is locked down and cut off.
Naval maintenance and supply is paid for by the state. When that little segment of the Navy went rogue, maintenance payments got cut. Even if the Ex-peror managed to keep a tight grasp on his bank statements, he won't be able to bankroll 5 battleships (4 and Satsuma?) as well as the combined support ships.
Samura likes you, but they're not a charity. They're not going to work for free. That's the point of you being in credit to Bretonia. We're slowly tallying up increasingly high stacks of debt on you.
EDIT: About Dab 'being Bretonia'. Not really. He's speaking as, well... A spokesman.
