No, it was directed to those who make unreasonable demands to traders as an excuse to blow them up.
We are not going to set a cap on what can be demanded, but if we find that your demand is harming server gameplay and not being excellent to one another, you may find your favorite toys taken away.
I strongly encourage the admin team to take some extra time to look at the pirate demands they are making, and players to screenshoot and report unreasonable demands. Then look who those people were, and what their opinion on dropping the rule they expressed in the forums. Could be people are hassling players on purpose because they want the rule changed back to what it was. Don't spare them sanctions please.

Depends on many things, specially in one's sense of reasonable. Which is really a vague term to be left so lightly.
Is 10 million unreasonable to demand to a 5k transport?
Is 15 million? The whole cargo? 1/3 of the cargo?
What would you demand to an ore hauler? The full cargo is quite valuable, demand him to drop all the cargo would be good? the equivalente in money?
This hasn't changed with the new rules, but it sure makes an interesting question when a ship can blow up a transport in less than 30 seconds. I'm sure more reports will arrive soon.

They changed the rules. Why bother Q_Qing about if if you know noone will listen to you. The rules will stay, no matter how many paragraphs of Q)Q you provide, so how about we all just go ingame.

Very first post. Cannon said trial. So the rule may change again, it may not. For now just go with the flow, and try to be helpful, and report what you see in game. it is not QQ it is commenting, expresing your oppinions, and so on. Freedom of free speach and all that. I am not upset at change, i am curious, and actually like it. Was sick of being told my LPi LSC can do nothing to smugglers, or pirates in trans.
